On offer is presumably the final and outer page of a letter addressed to D.S. Kennedy of New York. There is no formal introduction in the text suggesting this document is incomplete. Though difficult to decipher, its content is regarding free trade, spelling out its advantages. Noting that for 30 years he has "upheld the dictum of free trade..." The beginning page(s) of this document are not present. Postmarked December 4, 1846, with additional dates on the reverse seemingly in a different hand and/or writing implement.

Joseph Hume (1777-1855) was a Scottish doctor and radical MP. In 1818 Hume entered the House of Commons for a second time, and made acquaintance with James Mill and the philosophical reformers of the school of Jeremy Bentham. He joined with Francis Place, of Westminster, and other philanthropists, to help improve the condition of the working classes, forming savings banks and labouring to establish schools for them on the Lancastrian system.

One page previously folded and sealed for delivery. Folded to 5-⅜ x 3 inches, being an outer cover page containing the addressee, wax seal, and post-marks. Now opened to 9 x 7-¼ inches. There is a hole torn from where the wax seal was applied and overall is well-worn. Good condition.
